The National Infrastructure Coordinating Center (NICC) within the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) Office of Infrastructure Protection (IP) is one of two national critical infrastructure centers operated by DHS (the NICC is focused on physical infrastructure and the National Cybersecurity and Communications Integration Center is focused on cyber infrastructure) that serve as the focal point for critical infrastructure partners (including Federal, State, local, tribal, and territorial government entities; private sector owners and operators; and faith-based and other nongovernmental organizations) to obtain situational awareness and integrated, actionable information to protect the Nation's critical infrastructure.

The NICC maintains situational awareness of the 16 critical infrastructure sectors identified in Presidential Policy Directive 21, as well as the operating status of assets and facilities around the country, 24 hours a day, 7 days a week, 365 days a year. When an incident or event affecting critical infrastructure occurs that requires coordination between DHS and the critical infrastructure community, the NICC serves as an information-sharing hub to support the security and resilience of these vital resources. The NICC is also an operational component of the DHS National Operations Center.

The NICC Planning Branch develops and maintains the contingency and crisis action plans, annexes, standard operating procedures (SOPs), and other operational planning products used to guide NPPD/IP operations during Steady State, in support of special events, and in response to threats and incidents. The Planning Branch coordinates across NPPD/IP to ensure all planning documents are accurate and responsive to guidance from senior leadership, clearly communicate leadership priorities and objectives, and reflect the capabilities, roles, and responsibilities of relevant stakeholders. The NICC Planning Branch also participates in DHS and interagency planning initiatives, and provides surge staffing to support NPPD/IP incident management activities.



Provides contingency planning support to NPPD/IP based on priorities established by senior leadership.

Assists in the research, development, maintenance, and revision of contingency and crisis action planning documents.

Authors internal plans, annexes, SOPs, and other planning products (including position descriptions and other job aids).

Participates in task forces, working groups, and other planning teams to support DHS, NPPD, and interagency planning initiatives.

Coordinates and collaborates with senior leadership, subject matter experts, private sector partners, and other stakeholders to develop and revise planning documents.

Supports NPPD incident management activities, as requested (occasionally staffing the Critical Infrastructure Crisis Action Team overnight and on weekends depending on the needs of the incident).



  • Bachelor's degree (emphasis in Communications, Cybersecurity, Emergency Management, English, Government, Homeland Security, Political Science, or Public Policy/Administration preferred)
  • Five (5) years of experience in developing, analyzing, and evaluating all-hazards planning pertaining to resiliency, security, protection, preparedness, mitigation, response, and recovery (or related experience in critical infrastructure protection, emergency management, training/exercises, continuity of operations, and/or cybersecurity)
  • Ability to work collaboratively in a diverse small team environment and to produce high quality results under tight deadlines
  • Advanced proficiency with Microsoft Office software package
  • Strong meeting coordination and facilitation skills
  • Familiarity with Federal Plan Development Process and National Planning System
  • Excellent verbal and written communication skills
  • Understanding of interrelationship between cyber and physical infrastructure
  • Knowledge of Federal authorities related to all-hazards planning, Federal response and recovery operations, and critical infrastructure protection preferred
  • Experience supporting government customers in DHS, NPPD, and/or IP highly valued
